How Maricopa County permits a new system

Maricopa County's homeowner guidance starts with a Phase 1 application for the site and soils inspection used to design the system, then a Notice of Intent to Discharge for a new conventional or alternative system. The county issues a Construction Authorization before work starts and approves the finished system with a Discharge Authorization or a white tag authorizing backfill. Many building departments want that septic approval before they issue a building permit or certificate of occupancy.

Planning the work

What affects the price

  • A conventional system or an engineered alternative system
  • Site and soil conditions from the county site evaluation
  • Tank and field size required by the design
  • Distance and depth from the building to the tank
  • Equipment access and how the work fits the construction schedule

County rules that shape the installation

Maricopa County's onsite wastewater FAQs spell out construction details that decide where the tank sits, how deep it goes, and how easy it will be to maintain later:

  • Tank access openings come within six inches of finished grade, and approved risers are required when the top of the tank is more than twelve inches below grade.
  • A tank deeper than twenty-four inches needs a reinforced lid, and the top of the tank can be no more than sixty inches below finished grade.
  • The inlet baffle and the effluent filter at the outlet end must be easy to reach for maintenance and cleaning.
  • Any change after the permit is issued needs another plan review before construction.

Common questions

Before you schedule

Do you install septic systems for new homes?

Sometimes. New installations, including alternative and aerobic systems, are evaluated case by case; pumping, repair, inspections, maintenance, and emergency service are the company's main focus. Tell us about the property and project to find out whether we can take it on.

Is the permit included?

Responsibility for site evaluation, design, permits, fees, engineering, and agency coordination should be defined in the project-specific proposal because requirements vary.

Do I need an engineer to design the system?

In Maricopa County, only an alternative system requires an engineer to design and lay it out. A conventional system can be designed by the owner or another authorized party, as long as the state and county requirements are met.

Can a new house use the existing septic system?

Sometimes. Maricopa County reviews that through a Minor Plan Review of the existing system for the proposed use, and adding plumbing fixtures or bedrooms can increase the demand on the system.
